A discussion on the methods of public financing of artistic project in independent performing arts

To work independently, means to pose a question to yourself, to the art form you are dealing with, to the time and place you are living in. Then to collect the team you think is the best one for artistic research exactly on this question. To describe it in a project proposal and to start fundraising for its realization. The sense of the funding instruments of Sofia Municipality and of Ministry of Culture for creating independent projects lies in the principle of equality between the independent and the institutional sector, of support of the free professional activity and of stimulation of alternative artistic forms and working models. In the last years, there is the positive tendency, mainly on municipal level, for regular open calls and clearer procedures for application and decision taking. However, on the other hand, the regular practice is the projects to receive up to 30 % of the budget needed for their realization and in the same time they have to prove high numbers in indexes such as audiences, publicity etc. How does this effect the projects’ results? What social status of the independent sector does this practice produce? What is the efficiency of the public financing on this principle? The independent scene gives a feedback to the funding programmes of Sofia Municipality and of the Ministry of Culture. A conversation about values – of numbers and content.
